Its not "wasted spark"... Its "waste spark". That means basically what you said afterwards. The second spark ignites the "waste". (waste=exhaust)

It is "wasted" as the exhaust is not ignited by the spark. The spark firing in the exhaust stream does not do anything but complete the circuit. If you put a non waste-spark ignition in, all else being the same, the exhaust would still be the same.

Any unburnt fuel is taken care of by the catalytic converters which do not the the level of O2 a spark would need to complete the "burning" of the fuel. .
