Technicaly He is right that it is not a recall.
It is an Owner Notification Program. They extended the warranty on the wiring becuase of the problems with it to 10 years or 100,000 miles but did not issue a recall.
A recall would replace everybody's wiring in the timeframe if you are having the problem or not I think.
With the owners notification program they are just inspecting to see if you are having the problem and replacing if you do (or trying to tell you that you dont have the problem).
If you are having the problem (and it sort of sounds like you might be) I would go to a different dealership where they want to help you and tell them where you have seen the cracking and ask them to inspect those places to see if it should be replaced.
