I left my car at the dealership this morning so that they can look at my car and determine if I "need" the recall done to my car. I came back later today and they told me that it doesnt fall under the categories. He fed me a bunch of BS and was telling me how my catylic converter may be the reason why I failed my emissions tests. I called him a bullsh~tter because he knew that the emissions only tested me for the OBDII and failed me based off of the codes. Many of the codes were for circuit failure. I pointed out the wire that fell out of my IAC (and I had to tape in with a nail to keep it in), and the bare positive wires coming from the terminal. I told him that its a recall and it has to be done, and he goes on to tell me that its not a recall. So we are sitting there arguing like little kids "its a recall" "no it isnt" "yes it is" "no it isnt" "yes it is". I backed up all that I had to say, I told him about the information I know about the car from this website filled with Ford Technicians and he still tried to feed me some B.S. I got the manager and he got the guy to bring my car around and pop the hood so that we can look at it. The man driving said "be careful, dont pull out that wire, the car wont idle without it". Eventually they told me that it wont be done unless there is a lot of cracking and bare wires already touching eachother.
Am I wrong in this situation or are they? Should I try a different dealership? Reading at this site, I see that everybody that brought their car for this recall got it done.
I am thinking about taking off my UIM and having my buddy tow my car over there with the UIM off exposing the cracked harness under there.
Help will definately be appreciated, thanks guys.
EDIT: I just remembered, there are some wires completely exposed under the steering wheel connecting to the fuse box. Is this a part of the wiring harness? They say they have to replace wires all over the engine and through the interior.

Technicaly He is right that it is not a recall. It is an Owner Notification Program. They extended the warranty on the wiring becuase of the problems with it to 10 years or 100,000 miles but did not issue a recall. A recall would replace everybody's wiring in the timeframe if you are having the problem or not I think. With the owners notification program they are just inspecting to see if you are having the problem and replacing if you do (or trying to tell you that you dont have the problem). If you are having the problem (and it sort of sounds like you might be) I would go to a different dealership where they want to help you and tell them where you have seen the cracking and ask them to inspect those places to see if it should be replaced. look at http://www.contour.org/FAQ/recall/99M03/ under the Attachment III to see where exactly they should be inspecting in the first place.

Are the four red wires leading from the battery part of the wiring harness program?

I read the manual and they do remove that part, so I am almost positive they do. Im going to print it out and highlight it and show them tomorrow. They had the same exact manual with them and showed me the cooling fans part and one other page and told me that its not under the categories. Im looking through it now and im finding the IAC connection is part of it, and the battery positive lines are removed as well. Im also seeing that the wires by the fuse box under the steering wheel are also replaced. Tomorrow - final showdown.

I am not sure that I would want some place that I have to show where to inspect my car to be doing the wiring harness replacement.

Im not going to let them do it, im just going for spite. I hate that guy with his blunt-i-am-smarter-than-you-attitude. I made an a$$ out of him in front of everybody in the room when he tried to B.S. me, and now im going in for the kill. Once they say yes, im going to say that ill come back with the car later. In case I dont find some other place, ill go back there.

I've had this recall, service bulletin, advisory...whatever you call it done to my car. All the wiring in the engine bay is replaced, including the positive terminal leads, wiring harness to fuse box in engine bay. Sensors, fuel injectors, to PCM on firewall.
I'd go to a different dealer period. this is a critical task and if this guy is a ahole you don't want him taking any shortcuts with your car. I had to go to a different dealer what was much nicer about the whole deal...
I also had my precats replaced under extended coverage due to partial blockage. It was not a recall but advisory or notification...had a nice round with another dealer on this one too....

Well... if they want damaged wires, get knife, strip it to hell!

You definitely want someone doing the repair that knows what they are doing, and is trying to do it right. Both of my 95's had the recall done, and I had to take both of them back in repeatedly after the repair. The contour was finally fixed correctly, but I'm still not satisfied with the mystique. The dealership finally fired the guy that did the repair the first two or three times, but that didn't help me any.
