make a copy of the layer. if using Mac hit cmd + T, else if windows CTRL + T. Then right click on the pic and flip. Use the down arrow to move the reflection layer down. Then be creative with your reflection. The example that guy gave was with using the wave filter. Other ways to make a reflection is to go to edit, transform, use perspective or distort.
