Could be UIM gasket leak. Lean mixture and car starts to die then PCM tells IAC to increase rpm (and fuel) which gives U the hissing -revs up 500+. Then PCM tells IAC back off idle is too high..... cycle repeats!
Spray WD40 around UIM-LIM gaskets -if surging stops that's it.
