First prolem with my 99 SVT (45K miles)..

At idle and at speed it is surging..revs kick up about 500+ RPM like the throttle was poked. Occurs in a cyclic fashion, about every 6 seconds. Hood open, a hissing sound is associated that sounds like the throttle is opened but it is not moving. ?? some valve like a PCV or EGR opening...I have no idea but thought you guys might.

Cleaned MAF meter, no help. Idle is still otherwise smooth, car otherwise runs fine. Any thoughts?? Thanks..
