Claimants of rape or other crimes should be given a short amount of time to file charges, after which the alleged crime should be dismissed (Sorry Charlie, you're too late!). There is a statute of limitations on time allowed for criminal charges, but I don't know if it applies to civil suits.
IMO, waiting several years should disqualify the accusations since any real evidence is lost and memories become fuzzy. Credibilty is also suspect, as in this case where the girl seems to be trying to "cash in" on the ongoing inevestigations against the University of Colorado.
