He is trying to get the underhood wiring replaced under the owner notification program I think (don't have the number in my head right now for the program) The wiring has an aditional warrenty for cars with under X number of years or 100,000 miles because of problems with the insulation and cracking.

Yeah, that's it. The problem is, just because there aren't any electrical problems manifesting doesn't mean that the wiring insulation isn't damaged, and some of the wiring harness runs under the intake manifold so you can't visibly inspect it without pulling the UIM. I try to be somewhat proactive about maintenance and parts replacement when it's sensible to do so, and this was one of those things. The task order for the wiring harness recall even specifically says that if there's visible insulation damage, then that qualifies the job.
Ya know...it may even be that I'm out of warranty on it based on age instead of mileage anyway, because now that I'm thinking about it, I think he said "7 years or 100K miles", and it's a '95.
Oh well. Nothing ventured, nothing gained.

I just checked the FAQ here and found the info I was thinking about before. "This is covered under recall 99M03. Recall coverage last 10 years or 100,000 miles, whichever comes first." http://www.contour.org/FAQ/FAQ.php?s=probs&displayid=24

The fine people at warranty-Battlefield Ford said that the wiring must be cracking in certain places.
They told me that cracking wiring to the intake manifold runner control box doesn't qualify, because, if you can believe this, the 99m03 documentation doesn't say to inspect that part of the wiring harness.
So I did my own inspection and discovered that the cooling fan wiring was cracking, in an area where the harness is to be inspected.
So I went down to warranty-Battlefield Ford and made an appointment to drop the car off, in person.
The service advisor, err, "assistant service manager", wasn't at all happy to see me. I guess my call to 800-392-FORD must have really pissed him off.
I made the appointment, then I thought about it after I got home and asked myself, "Why am I continuing to deal with Battlefield Ford?".
So I called Sheehy Ford and made an appointment and dropped the car off and got the 99m03 done. No BS, no excuses, it was just done. In fact I had them do some extra work while they had the car.

I've now got visible wiring insulation cracking and/or missing in four different spots. I printed out about half of the 99M03 recall, including the visual inspection charts, and it's textbook. There doesn't even have to be any electrical malfunction to warrant the replacement, according to the recall. Chris D., I'll be paying Jerry's Ford a visit and this time I'll get you to check me in.
