That is not uncommon at all. Many houses have a footer upon which a masonry block wall is built which supports the slab. The brick wall is constructed on this same footer, which means the lowest portions of the brick wall will be below floor level.

Its a photoshop IMHO , but by no means a bad one. I cannot specifically spot faults , its just beyond reasonable belief , and it has alot of small possible faults.
