I've had no trouble making them run with the following method:

Drive for at least 4 miles in stop-and-go traffic with about 2-3 stops. (I'm not actually sure this is required to get the cat monitors to run, but this is required to get to the road I used for the below step):

Then drive for at least 6 miles in non-stop traffic at speeds between 45MPH and 65MPH--I used cruise control at about 60MPH, but I have had them run without using cruise control. Apparently, if you exceed 65MPH, the cat tests may not run.

Just posting as a reference. Couldn't find the information with a search and though it would be useful to anyone with a question about driving cycles, readiness tests, or PCM test. (Key search words)

BTW, according to the EPA and confirmed by NJ DMV Inspection..

EPA's guidance is that for 1996 to 2000 model years, the vehicle is allowed to have 2 readiness monitors unset without being rejected. 2001 and newer can only have 1 monitor unset

Unplugging the battery will usually reset the CEL and the stored data on "other" tests run by the module. Here in Texas the CEL must be unlit and you must have "2 or less" of the other tests showing "failed" or "not reported" to pass inspection. "Not reported" means the car hasn't been run enough to report "pass or fail" for these tests. These other tests are usually on the 02 sensors or cats, can't remember what else. I would clear the CEL (unhook battery), drive the car for several days (100 miles), and if the CEL is still out it will probably pass inspection if they use that criteria where you are. I've got a '98 Escort that pops a P0171 code about every 4-5 weeks. Been using that procedure the last two years
BTW, I've got a laptop and an OBD-II interface I look at mine with before I get them inspected, but you can go to Autozone and get them to read the codes. Don't know if they can read the "other test" results for you.
