I live in MI, and back when we had emissions testing, I would dump some rubbing alcohol into the tank before the test. The alcohol would increase the burn rate and helped to pass emissions tests. As a matter of fact, I never failed a single test with this method.
Keep in mind, I'm not advising you to do this, only sharing what I did in the past.
