Rinse off any dirt under cool water.
After washing the cilantro, hold it by the stems (best if the bunch is still tied together) and give it a good shake to remove excess water.... maybe even pat it on paper towels.
Then, still holding it by the stems, roll it on your cutting board to gently fold/press the leaves together, tucking the ends in... when the leaves are in a more manageable compact group, they are very easy to cut. Just cross-cut until you reach the stems, or stop earlier if you want less stems.
