You have only two options:

1) Gut the pre-cats (or install aftermarket headers sans cats), install MILs, keep it off-road (legally) or take your chances with the emissions testing, etc.

2) Get the pre-cats replaced so the system works as intended. You can do the work yourself, but the parts are horribly expensive and are not available aftermarket.
