It seems bad that the officer does not have anything better to do. A person is supposed to signal lane changes and turns. Where I live it is now law that we have to wear our seatbelts. They stop people and give them tickets. It is a large fine where I live for not wearing a seatbelt. I usually wear mine but if I am making a short trips I don't like to have to buckle up and unbuckle.
