Correct me if I'm wrong, but I thought that the only way the officer could still ticket you was if they actually "pulled you over"... If you were stopped, your car was shut off, and you were out of your car, then she has no real proof that it was a "traffic stop".
My dad had a similar situation where he was being followed, so he made a few turns, pulled over to the side of the road, turned the car off and threw his keys in the backseat and when the cop finally go up there, turned his lights on and approached his car, there was nothing the officer could do because he hadn't actually pulled him over...
Might be something to look into
But then again Horse might be able to chime in because I'm no expert with the law..

lol, no, at least not in IL, that would not work. In fact you don't even have to be driving in IL to be convicted of DUI. Acutal physical control of a motor vehicle is all tha is required. That means if you are in the back seat with the keys passed out drunk, you can be convicted. A bit extreme? Maybe, but makes you think twice before getting in that car drunk. Gives the officer the power to stop you before you start it, pull out, and kill someone. High school really should require some courses on state laws, just so people understand them.
