Most state troopers here have videocams in their car and AFAIK what's on the tape is considered evidence in court. I don't think you can get away with the stopping trick if he recorded your wrongdoing... Probably it's just more hassle for them to get the person later and they're lazy and go for the easy ones. (for example if your face is not visible on the tape, you can say that somebody else drove your car and so on... they don't have these problems when they pull you over)
