When my car is low in gas, the low fuel light doesnt come on. All of the other lights in the dash panel work (i.e. CEL..the irony). What could be causing the problem? Is it a blown fuse?

check the fuse and bulb also depends how really low you are you cant always depend on the gas light not worth the chance. i dont car if the gas light pops on and you have 60 miles before your car uns out of gas. to me never ever depend on the gas light

When you start the car, all the dash lights come on for a second, see if it comes on then.

Indeed. IIRC, you have to be very low on gas for the light to come on. I've only seen it once during normal driving, and I remember the needle being right above 'E', if not on.

I have driven the car while the needle was right on the "E" and I still got no light. I have almost drove the car when the needle was a little below the "E". When I first start the car, the light does come on.

The fuel gauge isnt the most accurate thing in the Contour, you may still have more fuel than you think. When mine reads empty, I still have a lot left in the tank. The light works, so I would'nt worry about it too much.

Ditto. I personally don't see the need for the light, since I can see my gas gauge pretty clearly and I never let it drop below 1/4 tank. Even if its a little off that shouldn't matter. Taking it down to 'E' or lower risks damaging the fuel pump.

I have never seen the low fuel light on. Maybe all contours don't have the low fuel light. I wonder if my car has one?

my tour wont start or run below 1/4 of a tank its like its out of gas

Turn your key to ON and see all the lights that lit. You should see it at the lower right part of the dash. It is a gas station pump with a litle triangle pointing right.
Not a good thing to see.
