1. check engine light is on. Happened before and I have changed the O2 sensors already.
Take the car to Autozone and get the codes read, then come back here and let us know what the code is and we can go from there. 
2. a noise problem when the car is started, esp. during winters. It's like a howling sound from blowing a shell. I heard it can be a idle speed controller issue due to the airflow.
Sounds like "Mooseing" to me. I would suggest you do a search using the word "Moose". That should give you plenty of information on the subject.
