Actually, it is the state of California's idea. When govenrments wanted to alter the emissions warranties a few years ago from 5/50, California went with 3/50 for most things and 7/70 for many of the more expensive items while the rest of the states went for 3/36 for most things with 8/80 for many of the more expensive things. On balance, the two programs give about the same level of protection, they just do it differently.
