The only thing that the guy at the emissions station can "fudge" is the visual part (i.e. - missing precats , etc.) . Any actual DATA taken by the computer is INSTANTLY sent to Harrisburg . So if you fail for bad levels (or a bad gas cap ) , or whatever , Harrisburg knows before YOU do .
