I've heard Cerwin Vega is a quality brand... Whats reccomended for powering them? The HU or a seperate amp? And if HU how do I go about that wiring? Splice into a door speaker?

If you have an aftermarket HU then you can power it from the HU. Splicing into the door speakers would be the easiest route to wiring in that location. The only other way would be by drilling into the door and pass it through where the factory wiring comes through and up to the head unit. Im not a cerwin vega fan, frankly, i think they suck. If you are willing to spend another 20 or 30 dollars, you can get some nice pioneer tweets. Believe me the difference would be worth it, and these vega tweets would not be worth installing.
Some may disagree with me, but I believe in locating them a few inches above the seatbelt hole in between the front and rear doors. Ive been told on here that quality will suffer if it is that close, but after actually doing it, I like it much better this way. Heres a shot of my installation, and if you want to wire straight to the head unit, it is much easier to go this way.
