No, it doesn't mean the IAC is going bad. It means that there is a resonance in the air bypass tube that goes from the accordian tube to the IAC input. The throttle hang fix will clear this up, but it is not a problem at all other than it can bother (or embarass) the driver.

I have personally fixed moosing on several Contours, A 4.0 Ranger, and a 4.6 Crown Vic at work and I have seen other technicians fix a few other engines. In all cases a new IAC valve fixed the problem. You're right that it is an air resonance in the tube assembly and while it could be caused by other components (not near as likely) it is a safe bet that it is in fact the IAC. This is why the "TH fix" doesn't work for everybody and why different size holes are needed, because different bad IAC's cycle at different rates causing different resonance. In all fairness the try the TH fix, it may work for you, but remember it is mearly a bandaid to cover up a problem. To the user who posted "it's called moosing", sorry if I sounded rude, I just thought you were insulting the guy, my mistake and I appologize.
