Your symptom is still of air in the system unless you have pinched or kinked a PS fluid line.

If the easy bleeding procedure is not effective, you will have to perform the vacuum-assisted purge of the PS system. Instructions for this procedure are located in the service manual.

Had the fluid lines been reversed at the rack, the most likely result would have been the rack would have slammed violently to one side immediately when the engine started.
