I don't know why your task manager would be taking 70-90% of your processing time. Maybe it's defragmenting in the background? My task manager with xp pro only uses about 2-5%
Check to make sure there are no programs in your startup folder before you reboot. Also check your scheduled tasks to see if anything is set to run from there.
