If safe mode isn't helping any then it isn't a driver issue. I have seen this type of slowdown on many occasions, and it is usually from 3 things.
1) I did this to my machine, somehow I fuxored up my system when messing around with the shell. Easy fix, just changed my shell back to explorer.exe - even though it took me like a half hour of waiting. But, you weren't messing with that so...
2) Driver problem. Again, safe mode would remedy this.
3) Bad hard drive

I took a look at hp's site but can't seem to find anything of use. When I have more time i'll take another look.

If you boot with the xp cd and launch the recovery console you can run a chkdsk from the command prompt (chkdsk c:)

I would try that first...I suppose it's possible your file system could have gotten messed up somehow but that usually stops the computer from booting at all. Worth a shot though. If ya had a dell I could help you more, I am more familiar with their built in diagnostics. Sorry.
