Have you tried calling the cell phone, but blocking the Caller ID, and therefore it would show up as PRIVATE or UNAVAILABLE?
Also, since it's your mom's cell phone, do you know if he is checking the Voicemails on the phone?
Was Verizon able to determine if he was answering any incoming calls?
