That comment scares me, a 4 ohm speaker is not louder than an 8ohm, its all how you wire it. I see you have a 250a2, I'm not real familiar with Rockford's models, but I'll bet that it is 4ohm Mono stable 2ch amp, meaning that those 8 ohm woofers if bridged properly will get the most power out of that amp available. If you put two 4 ohm speakers on it bridged, yea it will be loud, then you'll have silence for a loong time time till you get your amp fixed.
Regarding your toasted JL's I'd say the ones blown in a week were from over equalization (distortion/abuse) the dustcaps coming off is a problem, but by any chance did you Armoral your subs? Surrounds do tend to tear on those woofers as well, but again lots of people use Armoral and that eats the glues that hold woofers together, resulting in things popping off and tearing prematurely.
