TSB's do not provide an exception to normal warranty. A TSB is not a recall. A TSB provides information to help with repairs but does not authorize paying for repairs past warranty.

It might be covered by ESP, depending on which ESP plan you have. A service advisor could check coverage if he has your VIN and the basic part number from the TSB.

I recently replaced both the IAC & tube with Fords "new & improved" pieces. Guess what? It still mooses and I also have the TH fix. Funny thing though, I've owned my car since day 1 and it never "moosed" before. Mechanical or other wear issues can cause it.

There's a much bigger issue here, as in poorly designed (from a resonance viewpoint) inlet system. Do a search, you'll find plenty of info.
