Why would different sized tires change the relationship between what the speedometer says and when the cutoff engages?

If the speedometer says 109MPH when the cutoff engages, it'll say 109MPH when the cutoff engages no matter what tires are on the vehicle. Even if there are no wheels/tires on the vehicle and it were on jackstands, it'll still say 109MPH when the cutoff engages.

The cutoff and the speedometer both get their speed information from the driveshaft via the VSS, so different tires that make the speedometer inaccurate will make the cutoff just as inaccurate.
