I recently tried out my gov on my 95 SE and it cut the throttle at 109 mph instead of what I read as 112.. I was wondering if anyone else has a gov set at 109

do you have different sized tires than the oem ones? That will do it right there.

Also, speedometers are known to be somewhat inaccurate over 100mph. I'd say 3mph off isn't too bad.

Doesnt the cut-off get its information from the speedometer? I dont see any other way the cut-off would know to do it, unless it sticks out a finger and tests wind speeds.
Edit: Specific rpm in 4th gear maybe?

The cutoff gets it's information from the vehicle speed sensor (VSS) which outputs 8000 pulses per mile.
The speedometer in older 95 Contours uses a cable which I'm pretty sure is 1000 revolutions per mile (driven by the same gear as the VSS). Newer 95 Contours and all subsequent years use a speedometer that gets it's information from the VSS, same as the cutoff.
Despite this, the speedometer can be inaccurate. If you really want to go through the trouble, hook a digital speedometer or a frequency counter (some multimeters have built-in frequency counters--you'll need to do some math to convert the reading in Hz to miles per hour) to the VSS--I'd bet you'll find that your analog speedometer is inaccurate.

Why would different sized tires change the relationship between what the speedometer says and when the cutoff engages?
If the speedometer says 109MPH when the cutoff engages, it'll say 109MPH when the cutoff engages no matter what tires are on the vehicle. Even if there are no wheels/tires on the vehicle and it were on jackstands, it'll still say 109MPH when the cutoff engages.
The cutoff and the speedometer both get their speed information from the driveshaft via the VSS, so different tires that make the speedometer inaccurate will make the cutoff just as inaccurate.
