I agree with you, WMA and MP3s are both audio files, with different compression methods.
What was told earlier is that downloaded WMA files were decompressed to CDDA format (audio CD), and then ripped and recompressed to MP3.
You've lost information in the WMA compression, and you're losing more of it during the MPEG compression... somewhere down the line, you'll have an approximation of the original, the rest will be generated by the psychoacoustics in the decompressor..
