If you get the SVT lower CTA is selling, you're gonna need to get a return fuel system fuel rail and injectors, since your 95 fuel rail is incompatible with that lower (I think - I'm sure someone will come along and correct me if I'm off base), and that lower comes with a return system fuel rail and injectors. The 95s have side feed injectors, and 96 - 98.5/99 (somewhere) have return top feed injectors. 99 (some) and 2000 have returnless injectors and a different fuel pump controlled by the PCM, which your EEC-IV can't do.
This is rare for me, but I recommend the SHO Shop 63mm TB. It is a direct bolt on for an SVT, and only a few tricks needed to use TC if you have it. It is a bored out 60mm/SVT TB and the throttle plate is what is called "optimized" here on CEG (plate filed down, countersunk screws, etc). Sells for $240 plus core charge (SVT TB, which you don't have and I'm not sure if SHO Shop would take a regular Duratec TB). Not cheap, but it is a bolt on and using a 65mm TB from a Mustang requires significant modding to work. However, without the use of some sort of A/F adjustment (MAF Optimizer, S-AFC, chip programmed for the bigger TB), many people were seeing power losses by upping their TB to as big as a 65mm Mustang TB, even on SVTs that came with 60mm from the factory.
