Because, as it says, all it does is simulate the sound of having a Turbo installed.
Not an attempt to fool anyone, and not a bad idea really, if all you're looking for is the sound of having a Turbo.

Might stop alot of people from racing you at stoplights , but other than that its nothing.

Worse than nothing, it blocks the exhaust flow. It's a restriction in the pipe..
