This method probably would not do much to clean the EGR passages. It might do some if the engine were reved up a bit and the EGR valve held open while adding the cleaner. It would be far better to remove the throttle body and clean the EGR passages in the manifold behind the throttle body gasket.
Cleaning the intake system in this manner should not damage the plugs. We do a cleaning similar to this in the shop I work in frequently (several times a day) and do not have trouble fouling plugs.
