They do have jamming devices. For 150 bucks you can get a personal jammer that blocks all cell reception for 50 feet around you. For a couple thousand, that range extends to over a mile! These are illegal to own, operate, sell, or eat. Think of the fun!

Other drivers make me crazy when they drive.
I also love people that tailgate and are completely oblivious to what they are doing. The e-brake usually wakes them up
To add, that sorta thing would make me just as angry, or more angry. Drivers that have no idea what is going on around them shouldn't be on the road. If you don't have sense enough to get out of the way, you shouldn't be driving. You seemed to handle your anger well in the fact that you didn't do anything more than honk at the person.
