Springs wear, but I don't think they'd be worn out on a 99. There have been issues with broken springs on these cars, though. Could be your right rear spring is broken.
If you have to replace springs, it might be a good time to replace struts. If you plan to lower the car and run 18's, you might as well get struts that will handle the extra stresses of lowered, uprated springs and big, heavy wheels (Koni, Bilstein, BAT, spax).
