Maybe I'm missing your point...

So the smart way of combating addiction is to have the government pour tax money into a shelter that's nothing more than the equivalent of a state-funded crack-house?!

9 out of 10 recovering addicts of just about anything will tell you that they had to hit ROCK-BOTTOM before it finally dawned on them; what they were doing and what kind of effect it was having on themselves and others around them. It's got to be an ugly process before most want to try and give the Devil up.

How in HELL does having a safe, clean and comfortable place to "shoot up" (complete with refreshments, NO LESS) combat addiction?
