Is he referring to the Central Timer Unit, that controls the timing of everything in the car (intermittent wipers, rear defog, interior lights, and, I would guess, the timing of the turn signal clickies? (It's the little black box attached to the bottom of the fuse box.)

Nope. It's in the steering column. If you have a Haynes manual, the electrical diagram is on pages 12-34 to 12-36 in chapter 12 Chassis Electrical System. It is the module labeled "10"
In the same manual, there's a picture of the complete unit on pg. 12-7 (fig 4.8a) The white unit is the integral module into which everything (the flasher, etc.,) is plugged.
Weird really because intuitively you think that a unit which is connected to the signal stock and is in the steering column would not also control brake lights.

So you're talking about what the windshield wiper switch stalk goes into? I thought you were talking about what the turn signal switch went into (figure 4.23 on same 12-7). I don't understand electrical diagrams so those other pages didn't mean a lot to me. I guess I'd really have to see everything in person for me to fully understand.
