It 'purges' the nitrous system of anything. It's not necessary, but a great preventative measure. If there's something in the lines it could mean disaster, and with the purge valve it makes sure if there is, whatever 'it' is, is pushed out.
Not only is it good so that you "flush" the lines, it means a fresh supply of NO2 goes to the nozzles.
