No. You will need MIL eliminaters(search). Depending on what kind of cat back you have you may get some rasp. 8-10hp sounds reasonable.

You are thinking the Pre-Cats. They are Before the Y-pipe. (SEARCH )
An off-road Y-pipe deletes the main cat.
A well running engine will still pass the sniffers, but automatically fail a visual inspection.

It doesn't have a cat, hence the "offroad" Y designation. You will not pass smog with it.

I wouldn't do it. If you fail your just in for a headache. I have the stainless y-pipe with the cat. I like it alot and it gave the car a nice sound. I was concidering the off road but figured the hassle wasn't worth it. I'm very happy with the y-pipe/cat set up and I don't have to worry about the smog crap.

Well, I am a dumba$$ . Thats what happens when you stay up late on the internet after drinking heavily.
If passing the E test is a concern, I'd just stay with a high flow cat, or even an optimized stock pipe. I think when comparing the pipe w/ the high flow cat and the offraod pipe, theres really not that much of a power difference, maybe 1-2 hp.
