I don't think it's going to consume a lot of gas just warming up. With all the different tuning capabilities of electronics nowadays you can tune for just cold load startup. I think it may be perfectly streetable - biggest problem I see being low speed clutch chatter from a clutch capable of handling that power.
I plan on running 600rwhp on my Cobra and keeping it perfectly streetable. I think it can be done.
