When he's talking about smart mods.. it's not a 25lb aluminum wing hanging off the back of your car. Honda motors react extremely well to intake mods, and good exhaust mods. A well driven GSR or Si with a good I/H/E setup can easily be in the 14's.. but the majority just drive around with homemade intakes and fart cans and call it modded.
