Example, after the 2st Gulf War a wealthy Kuwaiti handed out brand new rolex watches to a group of army soldiers. Watches were valued at about 5K a piece. They were taken away from the soldiers.
Basically it boils down to our government doesn't want us to look like mercenaries. But if I stumbled on Saddam and got him I'd tell bruce to hold that 1 mil for me until I got out of the military. But then I'm in the AF and unless I get in a plane crash I'm not likely to "stumble" accross Sadaam.
I think that gift limit is for gifts from foreign sources but i might be mistaken.
