When you launch a jet off the cat(catapult)one person goes down each side looking at the jet doing an inspection, it's called "final checking" and when you are finished you move a little outward so your not in the path of the rear stabs. The pilot moves the flight surfaces and then the out board guy gives thumbs up, then the guy inbored so the safety shooter can see it's all good.
