if you get the engine to TDC and index everything very well you do not need the cam tool. Yes the cams will turn but not that much, maybe half to a hole tooth. Mark the crank to the block, and the cams to the cover and make sure the marks line up when you put the new belt on.

This is how we changed the belt on my car at 104k and I now have 1205xxk on the car and it is still running great
