What's your point? Last time I checked the OMB planned to have a balanced budget back in 2005, which is damn good considering the events of Afghanistan, Iraq and 9/11. Remember that the US government isn't taking in as much revenue as it did under the boom years of the '90s, either (which had ZILCH to do with who was in office at the time).
And before you start screaming about the national debt (around $6 trillion, IIRC) please compare it to the dollar amount of GDP that this country produces. It puts it in perspective.
I'm not saying having a deficit or debt is good, but it it's between that and sending out troops with rocks to throw instead of grenades and not being able to pay for basic services that the government uses and supplies to it's citizens...
