My 95 SE does that when it's cold, in fact my 99 SE does it to. It seems normal to me since it lasts for 20 sec and then just the normal ruff idel of a car with a sticky IAC. But the 99 has a clean IAC and does it too. And my 92 Topaz did it, so it seems normal. It's just what it does when it starts up from a cold start. It never happens when the car is warm or it's above 55 deg. F.

I test drove a number of V6 tours last winter and noted that the 95s seemed to take a little longer to drop the idle down to normal than 96 or newer ones. They all take several seconds and seem to come down gradually in about 3 different steps. The 95s seemed to take longer in each step and then dropped more gradually to the next step.

MY car does this all the time on a cold start. Goes to about 2200 RPM and then slowly drops to 1000RPM and then normal. My Villager dowes this too. All my fuel injected cars did this except a Beretta I had. But it would immediately stall. Dealer could never fix it.

Normal operation for a cold start.

Maybe all the work you did allows the car to run normally now.
