Yes they come preped to paint....its a flat white finish...all you have to do is sand the top coat down with 400 grit sand paper till there is no shine(there is a type of top coast on it) then shes ready to be molded to the bumper (wear mask so you do not breath in fibeglass while sanding) and they you can paint it to the color you perfer.
Be carful though when using any type of claps when gluing it on to the bumper...you can crack the fiber glass. We also had a fitment problem...(minor problem) that we fixed when we molded it on. The driover side would stick out about a half inch...but once glued and molded with bondo, it came out great....especailly painted.
