Take it to court. I know in california you can't have like anything done to your car, but in georgia (well actually having no exhaust is fine by our cops) you can have aftermarket. Just prove it's within the sound levels and is qualified as a stock replacement (they can't outlaw all non-OEM parts or Ford,etc. would have monopolies on parts).
