Had you reviewed the FAQ section on home page you would have seen this info
air blows from defrost .
If that is not the cause then checking vacuum reservoir (pass side footwell) or engine vacuum hoses/connections is usually the next step.
You might want to try another mechanic or dealer since a one hour diagnostic charge would be reasonable to determine cause, not $800.
